Position Title: Product Analyst 

Position Type: Exempt, Full-Time 

Location: Washington DC, and Arlington VA

Position Summary: 

This is an opportunity to contribute to a project at the United States Citizenship and Immigration Services (USCIS) providing support towards the planning and implementation of a new pilot program The Product Analyst will be a customer-facing consultant working in a project driven team environment. This role will apply specific professional-level functional knowledge to solve problems requiring the identification and analysis of moderately complex variables. This role will work within an Agile project team environment.

 Responsibilities & Duties: 


  • Apply proven communication and problem-solving skills to work with other experienced staff to develop and utilize content needed for the implementation of the pilot program. 
  • Collaborate with stakeholders to define and document requirements. 
  • Analyze, refine, develop and facilitate the implementation of client methodologies and processes. 
  • Create project materials to be used throughout implementation. 
  • Organize and establish meetings on a regular basis with stakeholders to provide updates on project status, to receive feedback on deliverables and to foster a positive working relationship. 
  • Collaborate with partner organizations to fulfill project requirements. 
  • Attend regularly held meetings with the client at USCIS 
  • Proactively interact with clients and partners to develop customer solutions and to effectively set expectations for technical solutions. 
  • Perform gap analysis on existing state and current business needs. 
  • Elicit requirements using techniques such as brainstorming, data mining, document analysis, and interviews. 
  • Communicate with technical and non-technical audiences effectively. 
  • Perform data analysis to produce meaningful Insights to drive business decisions. 
  • Develop business process flows and apply technology to solve functional problems. 
  • Apply best practices to reduce risk and Improve outcomes. 



  • Collaborate with the Product Owner to build and prioritize the product backlog. 
  • Work with the Agile team to create solid, well defined user stories. 
  • Support sprint and long-term release planning. 
  • Participate in Agile ceremonies such as daily stand-ups, grooming, planning, and retrospectives. 
  • Act as back-up Scrum Master when necessary. 
  • Build a culture of trust with stakeholders and within the agile team. 
  • Create an environment of continuous improvement within the project team. 


  • Participates in Technical Challenges. 
  • Participates in business development activities including creation of proposal content.  


  • US citizenship required 
  • Bachelor’s degree in a business or IT related field 
  • 4+ years of experience in an analyst role 
  • Previous government contracting experience preferred 
  • Active DOD Secret Clearance or DHS Clearance preferred 
  • Agile Certification a plus 
  • Proficiency with Microsoft tools including MS Word, MS PowerPoint, MS Excel

  • Ability to adjust quickly to changing priorities and execute while under pressure. 
  • Strong interpersonal skills, including the ability to influence, negotiate and resolve conflict. 
  • Strong written and oral communication skills, including proven ability to communicate and explain complex issues in clear, concise and persuasive language. 
  • Demonstrated desire for continuous learning. 
  • Ability to Develop content to support the team in pilot implementation activities.
